KEY RESPONSIBILITIES:
- Excellent knowledge of the Labor Code of the Republic of Kazakhstan and other applicable employment legislation; ensure full legal compliance of all HR processes and personnel actions.
- Interpret labor legislation and provide expert guidance to managers and employees on HR-related matters.
- Manage and lead the HR Operations team, ensuring high-quality service delivery, task prioritization, and continuous team development.
- Coach, mentor, and support HR specialists and people managers in employee lifecycle processes, employee relations, disciplinary actions, and conflict resolution.
- Build strong relationships with employees and managers, providing timely HR support and fostering a positive employee experience.
- Oversee personnel administration for both national and expatriate employees, including hiring, transfers, promotions, status changes, and terminations, ensuring accuracy and legal compliance.
- Work with HRIS platforms (Oracle, Enbek.kz, and other HR systems) to maintain accurate employee data and optimize HR processes.
- Analyze existing HR processes, identify improvement opportunities, and implement best practices to increase efficiency and compliance.
- Develop, update, and implement HR policies, procedures, instructions, and internal standards.
- Evaluate current HR systems, identify organizational needs, and participate in the implementation of new HR technologies and digital solutions.
- Partner with department managers to develop, review, and maintain accurate job descriptions and establish a regular review process.
- Prepare and analyze HR reports for local authorities, management, and Head Office HR, ensuring timely and accurate reporting.
QUALIFICATIONS & REQUIREMENTS:
- Bachelor’s degree
- Minimum 4 years of HR Administration Manager/HR Business Partner/Generalist experience across a range of competencies
- Good knowledge of Labor legislation.
- HR admin procedures automation experience.
- HR admin practice on the production site.
- Proven ability to manage team of 5-10 people.
- Demonstrated experience leading HR division through strategic and transactional change
- Demonstrated initiative in determining new or modifying existing HR policies and procedures and effectively communicating them to staff
- Excellent verbal and written communications skills, including editing skills with meticulous attention to detail
- Ability to achieve goals and align interests through cooperation and collaboration with other groups and cross-functional teams, even where no direct reporting relationship exists
- Demonstrated ability to exercise sound judgment and maintain confidentiality when dealing with sensitive matters
- Experience with employee relations
- Experience with Microsoft Office programs and/or other HRIS software preferred
- English language fluency is a must
