International Community Schools (ICS) is a well-established education group headquartered in Abu Dhabi, UAE, with 6 operating school branches. As part of our international expansion, ICS is opening a new school in Astana, Kazakhstan, delivering high-quality international education aligned with global best practices and local regulatory requirements.
The HR Officer will be responsible for managing all human resources functions for the Astana school branch, ensuring full compliance with Kazakhstan labor laws, education sector regulations, and ICS HR policies. The role requires strong local knowledge, excellent communication skills in local languages, and experience within the Kazakhstan school system.
Manage end-to-end HR operations including onboarding, contracts, probation, confirmation, and offboarding
Prepare and maintain employee files in accordance with Kazakhstan labor law and data protection requirements
Maintain HR records, attendance, leave, and employee documentation
Ensure all HR practices comply with Kazakhstan Labor Code, Ministry of Labor regulations, and education sector requirements
Draft, review, and manage employment contracts, amendments, and renewals
Advise school management on labor compliance, disciplinary procedures, and employee relations
Coordinate recruitment for academic and non-academic staff
Support work permit, visa, and residency processes (if applicable)
Liaise with local authorities, recruitment agencies, and education bodies
Coordinate payroll inputs, benefits administration, and statutory deductions
Ensure compliance with social insurance, pension, taxation, and end-of-service requirements
Work closely with Finance to ensure accurate and timely payroll processing
Handle employee queries, grievances, and disciplinary matters professionally
Support performance appraisal processes and staff development initiatives
Promote a positive, inclusive, and professional workplace culture
Ensure HR compliance during school inspections and audits
Support leadership with staffing plans aligned to school growth
Assist in implementing ICS HR policies adapted to local regulations
Bachelor’s degree in Human Resources, Business Administration, Law, or a related field
Minimum 3–5 years of HR experience in Kazakhstan, preferably in the education sector
Strong knowledge of Kazakhstan Labor Code, employment contracts, and HR compliance
Fluent in Kazakh and/or Russian (mandatory)
Proficient in English (written and spoken)
Strong understanding of local labor policies and HR best practices
Excellent communication, negotiation, and interpersonal skills
High attention to detail and confidentiality
Proficient in MS Office and HR management systems
Ability to work independently and manage multiple priorities
Previous HR experience in international or private schools
Familiarity with expatriate staffing and work permit procedures
Knowledge of British, American, or IB school environments
