Job DescriptionWe are looking for a Site Engineer who will act as the client's representative at the construction site of the new school campus of International Community Schools in Kazakhstan. The specialist will be responsible for the technical control of the project implementation by the general contractor, coordination of participants (general contractor, subcontractors, copyright and technical supervision), compliance with schedule and quality, as well as reporting to the investor in English.
After completion of the construction, it is expected to assume the permanent role of Technical Director of the school, with responsibility for overseeing the technical operation of the building and engineering systems.
Responsibilities
• Represent the interests of the Client at the construction site.
• Coordinate the interaction between all project participants: the general contractor, subcontractors, technical supervision, author supervision, and other parties involved in the construction of the school.
• Monitor the compliance of the work performed with the project design documentation, building regulations and schedule.
• Participate in the acceptance and inspection of equipment, including furniture from suppliers according to the project documents
• Participate in the acceptance of completion of all construction stages
• Carry out quality inspections, record deviations, and seek their quick elimination.
• Participate in approvals, inspections, acceptance of engineering systems, and connection of communications.
• Monitor the preparation of the executive documentation and the package for the commissioning of the facility.
• Conduct weekly monitoring meetings with contractors (online), where government agencies may be present
• Submit project reports to the investor 1 time a week in English (clearly, to the point)
• Represent the interests of the Client, initiate decisions to optimize deadlines and costs.
• Represent the Client in communication with government agencies, to resolve issues of obtaining all permits from government agencies.
Upon completion of construction, move to the permanent position of technical director of the school (focused on building operation, engineering networks, interaction with maintenance and control structures).

• Higher technical education (construction, architecture, and related specialties).
• At least 5 years of construction experience
• Practical experience in cooperation with contractors, technical supervision and copyright supervision.
• Experience in signing acceptance certificates for construction stages
• Knowledge of the legislation and regulatory documents of the Republic of Kazakhstan in construction (SNiP, JV, TR RK, GOS).
• Skills in working with project and executive documentation.
• Proficiency in AutoCAD, MS Project, Microsoft Excel.
• Experience working on social infrastructure projects (schools, kindergartens, medical institutions) is welcome.
• Knowledge of English — at a conversational level, the ability to communicate thoughts and conduct a dialogue in English (for reporting to the Customer / business correspondence).
Personal Qualities
• Attention to detail, ability to solve technical issues in the field.
• Communication skills, the ability to negotiate and argue decisions.
• Ability to communicate with contractors and government agencies to solve problems
• Knowledge of English is desirable.
• The ability to prepare a readable, clear construction report (in the format of your preference) in English and deliver it
