Responsibilities:
1. Managing the Card Issuance Process:
Organize the issuance of payment cards.
Handle documentation to meet financial regulatory authorities' requirements.
2. Fraud Prevention and Monitoring:
Develop, implement, and maintain fraud prevention strategies and processes for
card issuance.
Monitor transaction data for suspicious activity and take corrective actions as
needed.
3. Dispute Management:
Oversee the dispute process for card transactions, ensuring timely resolution and
compliance with UnionPay and industry guidelines.
Develop and implement processes for handling chargebacks, fraud reports, and
transaction disputes.
4. Clearing Management:
Manage the clearing process for card transactions, ensuring accurate and timely
settlement of payments between issuers, acquirers, and other participants in the
payment network.
Coordinate with clearinghouses and financial institutions to facilitate smooth
transaction settlements and netting.
Ensure compliance with relevant regulatory requirements in the clearing process.
5. Monitoring and Reporting:
Track and analyze card issuance performance, preparing reports on key metrics.
Analyze card performance and identify areas for improvement.
Requirements:
1. Experience in the financial sector, preferably in card issuance, payment systems,
fraud prevention, dispute management, or clearing processes (at least 2 years).
2. Experience in working with international payment systems (e.g., UnionPay, Visa,
MasterCard) and with Banks (local and international) as well
3. Experience in fraud detection, dispute resolution, chargeback management, and
clearing processes.
4. Knowledge of payment system regulations, including AML/KYC requirements.
5. Fluent in English and Russian (both written and spoken). Knowledge of the Kazakh language will be a plus.
6. Knowledge of the Law of the Republic of Kazakhstan "On countering the legalization (laundering) of proceeds from crime and the financing of terrorism" will be a great advantage.
7. Knowledge of the Law of the Republic of Kazakhstan "On Payments and payment systems" will be a great advantage.
8. Knowledge of the Law of the Republic of Kazakhstan "On Banks and Banking activities in the Republic of Kazakhstan" will be a great advantage.
