* Run the Compliance function for an AFSA-regulated company, covering all AML/CFT matters and providing proactive advice on regulatory issues related to both existing and new business.
* Conduct AML training for employees, advise senior management, and implement effective controls over money laundering risk in day-to-day operations, including on-boarding of new clients and changes to the firm's business profile.
* Conduct risk assessments of the firm's products, services, clients, and transactions to identify and evaluate potential risks related to money laundering, fraud, and other financial crimes.
* Ensure proper Customer Due Diligence (CDD): verify client identities and assess the level of risk associated with each business relationship.
* Oversee transaction monitoring: detect, investigate, and report threshold transactions (TTR) and suspicious transactions (STR) to the KZ Financial Monitoring Agency (FIU). Experience with WebCFM or ARM systems is an advantage.
* Maintain accurate records of customer due diligence, transactions, and compliance-related activities.
* Communicate with AFSA, the Financial Monitoring Agency, and the National Bank; prepare and submit annual AML Returns to AFSA.
* Prepare and deliver an annual Compliance Report to the Board of Directors; escalate material compliance and regulatory concerns as required.
* Develop, review, and regularly update AML and compliance policies, procedures, manuals, and monitoring programmes to reflect changes in AFSA regulations, business activity, and industry standards.
* Monitor legislative and regulatory developments; keep internal stakeholders updated on relevant changes.
* Participate in Risk Committees, Board meetings, and other local governance bodies as required.
* Liaise with appropriate industry trade associations on policy matters and market developments.
Requirements
* Higher education in Economics, Finance, Law (Jurisprudence, International Law), or a related field.
* 5+ years of experience in a mid-to-senior Compliance role within a financial institution or similar regulated entity.
* Minimum 2 years of hands-on AML/CFT experience, preferably under AIFC regulatory requirements.
* Prior experience in AIFC-licensed companies in a similar role is a strong advantage.
* Experience in financial institutions such as banks, microfinance organizations (MFOs), or other regulated entities is preferred.
* Experience working at the Agency for Financial Monitoring of the Republic of Kazakhstan or AFSA is considered a significant asset.
* Relevant AML certification(s) (e.g. ACAMS, ICA, or equivalent).
* Experience with AML & sanctions screening databases (WorldCheck, LexisNexis).
* Fluency in English (spoken and written) — mandatory. Russian and/or Kazakh language skills are an advantage.
* PC literacy: MS Office (Word, PowerPoint, Excel), Internet.
