Job Description The Manager performs the following duties: 1) conducts HR records management, issues labor and social leave for employees of the academic, administrative, administrative-academic staff of the School; 2) prepares and submits reports on reimbursement of expenses to the Department of Accounting and Finance Reporting for the faculty of the School in accordance with social policy, in particular reports on home leaves and others; 3) in case of detection of non-standard cases during home leaves, submits such issues to the meeting of the travel working committee. 4) prepares the necessary documentation, organizes and conducts informative presentations on business trips, conference expenses and membership fees for the employees of the School; 5) provides advisory and methodological assistance to School staff on issues related to business trips, vacations, conferences and membership fees within his/her competence; 6) processes requests for business trips, conferences and membership fees from the employees of the School, provides consultations on the possibility of filling out the necessary documentation for the relevant expenses; 7) prepares requests for the payment of daily allowances and submits business trip reports of employees to the Department of Finance and Accounting; 8) updates the Department of Internationalization's table with information on foreign nationals crossing Kazakhstan's border after their vacations and business trips; 9) provides advisory and methodological assistance to the employees of the School on health insurance issues, namely: collects applications for VHI and sends them to the Health and Well-being Department, sends newly arrived foreign workers for medical examination, assists the Health and Well-being Department in organizing an annual compulsory medical examination, sends applications for VHI to the Health and Well-being Department for administrative employees who have passed their probationary period; 10) prepares and maintains the necessary documentation on service contracts of the faculty of the School (budget formation, preparation of draft contracts, timely signing of acts of completed works, reporting, submission of documents to the Department of Accounting and Finance Reporting, administers payment orders for services); 11) ensures timely introduction of employees to the acts of the Employer in terms according to the Labor Code of the Republic of Kazakhstan; 12) provides assistance in the adaptation of the accepted administrative and academic and administrative staff of the School, including on issues related to the Social Policy of the University; 13) participates in the preparation of personnel documents of the employees of the School for submission to the University archive; 14) if necessary, carries out the input of temporary disability sheets into the accounting system for the correct payroll calculation; 15) if necessary, issues certificates from the place of work; 16) is responsible for the safety of documents within the supervised area; 17) maintains correspondence within the scope of his/her functional duties; 18) participates in the processes of identification, assessment, management, and monitoring of risks within the supervised area; 19) performs duties (acts in a position) of the HR Specialist during his/her temporary absence (for up to one month); 20) timely and properly executes the tasks of the line manager and the University`s management; 21) observes the requirements of the legislation of the Republic of Kazakhstan and internal documents of the University; 22) is responsible for exercising the labor and performance discipline; 23) is responsible for ensuring the integrity of official documents, and prevention of the disclosure or leakage of confidential and business information, as well as information of restricted access in accordance with the legislation, Charter and internal documents of the Employer; 24) in case of dismissal, is responsible for timely transfer of all paper documentation, digital information, inventory to another employee as instructed by the line manager (to be certified by the act of acceptance-transfer). Qualifications Education Higher professional education, preferably in higher education institutions with English language teaching. Priority areas of specialisation: - management; - psychology; - human resource management; - business administration; - international relations/law; - jurisprudence Work experience Minimum of three years.
