The project involves the design and deployment of an integrated Smart City ecosystem, digital platforms, and data management systems, leveraging international best practices.
About the Role:
We are seeking a strategic and forward-thinking leader to drive the city’s digital transformation, establish a unified digital ecosystem, and deliver innovative projects, including initiatives structured as public-private partnerships (PPP).
The role includes launching and scaling core technological infrastructure - telecommunications networks, IoT systems, cloud solutions, and data management platforms - at the city or large-scale infrastructure level.
Key Responsibilities:
Lead PPP pilot projects in smart lighting, traffic management, smart parking, public Wi-Fi, waste sensors, fiber-optic infrastructure, autonomous shuttles, drones, and cloud data platforms;
Manage cross-functional teams and ensure seamless integration of digital solutions into city operations centers;
Structure and oversee public-private partnership (PPP) projects, attract private investment, and manage contractual and financial risks;
Develop and scale the city’s digital and telecom infrastructure (IoT networks, cloud platforms, integrated data ecosystems);
Drive innovation in autonomous technologies, AI-powered analytics, and cloud-based real-time urban management solutions;
Oversee full digital product lifecycle - from strategy and pilot launch to scaling and operational deployment.
Professional Experience:
5+ years of experience in Smart City development, digital infrastructure, or urban digital transformation;
Proven track record of successful PPP project implementation;
Hands-on experience launching pilot projects in emerging or developing cities (AI traffic systems, IoT networks, 5G backhaul);
Experience delivering projects across multiple cities (experience in Asia is an advantage);
3+ years managing large-scale infrastructure projects, including contract negotiation, risk allocation, SLA governance, and financial performance oversight;
Practical experience in telecom vendor selection (fiber/5G), cloud providers (AWS/Azure/GCP), and autonomous/drone system integration.
Education:
Master’s degree in Computer Science, Information Technology, Data Science, Software Engineering, or related IT fields;
Professional certifications such as PMP, CISSP, ITU Smart City Specialist (preferred).
Technical Expertise (Preferred):
Strong understanding of Agile/DevOps, microservices architecture, and API integrations within IoT ecosystems;
Hands-on experience with cloud platforms (AWS, Azure, GCP), data lakes, edge computing, and serverless architecture;
Knowledge of Kubernetes, Docker, Kafka, Python, Java;
Understanding of cybersecurity frameworks (Zero Trust, SOC 2) and AI/ML-driven urban analytics;
Product management capabilities: MVP roadmaps, user story mapping, A/B testing for smart city applications.
