Job Description 1. Organization and control of academic planning 1.1 Participates in the formation and implementation of the academic policy of Schools in accordance with the University Development Plan. 1.2 Coordinates the development of academic programs, controls their compliance with regulatory requirements. 1.3 Organizes and ensures the preparation of meetings of the Committee for planning of academic and research activities, controls the execution of decisions. 1.4 Analyzes the effectiveness of academic planning and develops proposals for its improvement. 1.5 Participates in the processes of identification, assessment, management and monitoring of risks within the supervised area. 2. Budgeting and resource management 2.1 Ensures the development of the Annual and Med-Term Budgets of the University Schools, as well as consolidated budget requests. 2.2 Develops internal documents on School budgeting methodology, improves the processes of planning, forecasting and economic analysis. 2.3 Controls rational and economical use of material, labor and financial resources, prevents losses and non-productive expenses. 2.4 Performs complex economic analysis of financial and economic activities of the Schools. 2.5 Improves planning of economic indicators of the Schools' activities, including through the introduction of automated management systems. 2.6 Coordinates the processes of adoption by the Schools of regulatory documents related to budgeting, organizes their review and approval by the University. 2.7 Ensures timely and quality preparation of operational and consolidated reports on fulfillment of planned indicators. 3. Compliance with regulatory requirements 3.1 Ensures compliance of academic planning and budgeting processes with the legislation of the Republic of Kazakhstan, internal regulations and established standards. 3.2 Control observance of labor and service discipline in the Division. 3.3 Ensures integrity of official documents, prevents leakage of confidential information. 3.4 Participates in the development and updating of internal regulations and methodologies for the distribution and redistribution of educational grants. 3.5 Advise the management of the University, subsidiary and affiliated organizations, as well as units on issues of academic planning and budgeting. 4. Analyzing and developing strategic initiatives 4.1 Participates in the organization of work to improve the efficiency of the process of academic activities. 4.2 Develops and implements initiatives to improve academic programs and the educational process. 4.3 Analyzes data on program effectiveness, prepares analytical reports and recommendations. 4.4 Monitors educational trends and international best practices for the implementation of best practices. 4.5 Develops proposals for the development of strategic educational initiatives within the framework of academic planning and budgeting. 5. Organization of the Division's work 5.1 Manages the general activities of the Division, plans its work and controls the quality of execution of planned activities. 5.2 Rationally organizes the activities of the Division, coordinates and distributes functional responsibilities. 5.3 Approves key performance indicators of the Division's employees and evaluates their competencies. 5.4 Promotes professional development of employees, creates conditions for continuous professional development and motivation. 5.5 Interacts with governmental bodies, scientific and educational organizations, consulting and rating companies, as well as financial analysts. 5.6 Resolves current issues, drafts and signs letters, memos and other documents related to the Division's activities. 5.7 Ensures preparation and implementation of organizational measures for the meetings of the Committee, informs stakeholders of its decisions. Qualifications Education requirements Advanced professional education, Master's degree or PhD in economics, finance, business administration, accounting or related fields. Experience requirements Minimum of 7 years in budgeting, financial planning and project management, of which at least 3 years in a managerial position or more than 4 years in the Nazarbayev University system; for candidates with PhD degree: minimum 5 years of experience in budgeting, financial planning and project management, of which at least 2 years in a managerial position or position or more than 3 years of experience in the Nazarbayev University system. Experience in higher education: experience in budgeting and financial planning in higher education is a must. Knowledge: Knowledge of modern methods and international practices in academic budgeting, strategic planning and management accounting; knowledge of MS Office, Excel, PowerPoint, 1C; Knowledge of Power BI or SQL is an advantage. Skills in implementation and optimization of HR processes. Skills: managerial skills: setting goals, planning activities, distribution of responsibilities, control and motivation of subordinates' work; Ability to make presentations, negotiate and analyze data; project management skills; skills in developing internal policies and regulations for the functional area; Competencies: a high level of analytical thinking; A high level of strategic and critical thinking; innovation and creativity; Language Requirements Fluency in Kazakh, Russian and English for effective business correspondence, analytical materials, interaction with staff and partners.
