Job Summary: The Director of Internal Audit, Risk Management & Compliance is responsible for leading and overseeing the airport’s internal audit, enterprise risk management, and compliance functions to ensure strong governance, operational integrity, and adherence to regulatory requirements at Almaty International Airport.
This role focuses on developing and implementing effective internal control systems, identifying and mitigating organizational risks, before they result in material operational, financial, regulatory, or reputational impact and ensuring compliance with applicable laws, regulations, internal policies, and international standards.
KEY RESPONSIBILITIES:
- Develop and implement the airport’s internal audit, risk management, and compliance strategies in alignment with corporate objectives and international governance standards.
- Lead and oversee internal audit activities, including planning, execution, reporting, and follow-up of audit findings across operational, financial, and administrative functions to identify control weaknesses and key risks before they result in significant business impact.
- Establish and maintain an effective enterprise risk management framework to identify, assess, monitor, and mitigate organizational risks.
- Ensure compliance with applicable aviation regulations, local legislation, internal policies, and international standards.
- Monitor the effectiveness of internal controls and recommend improvements to strengthen governance, operational efficiency, and risk mitigation across the organization.
- Coordinate and manage investigations related to compliance breaches, fraud risks, unethical conduct, or internal control violations while ensuring appropriate root cause analysis and corrective actions.
- Prepare and present audit reports, risk assessments, and compliance updates to executive management and relevant committees to support informed decision-making.
- Act as the primary liaison with external auditors, regulatory authorities, and other oversight bodies regarding audit and compliance matters.
- Promote a culture of ethics, integrity, transparency, and accountability across the organization.
- Develop and maintain corporate policies, procedures, and compliance programs to support effective governance practices.
- Provide strategic recommendations to management regarding risk exposure, operational improvements, and regulatory changes that may impact the airport’s operations, governance, or reputation.
- Lead, mentor, and develop the Internal Audit, Risk Management, and Compliance teams, ensuring high performance and professional development.
- Ensure effective cross-functional collaboration with all airport departments to support organizational objectives and continuous improvement initiatives.
QUALIFICATIONS & REQUIREMENTS:
- Bachelor’s degree in Accounting, Finance, Business Administration, Risk Management, Law, or a related field. Master’s degree is preferred.
- Minimum 10 years of professional experience in internal audit, risk management, compliance, corporate governance, or related areas, including at least 5 years in a senior leadership role.
- Experience within aviation, airport operations, transportation, or other highly regulated industries is an advantage.
- Strong knowledge of internal audit methodologies, enterprise risk management frameworks, compliance practices, and corporate governance principles.
- Good understanding of applicable regulatory requirements, international standards, and industry best practices.
- Professional certifications such as CIA, CPA, ACCA, CISA, CRMA, or equivalent are preferred.
- Proven experience in developing and implementing internal control systems and risk mitigation strategies.
- Strong analytical, problem-solving, and decision-making skills with the ability to manage complex and sensitive matters.
- Excellent leadership and people management skills with experience leading cross-functional teams.
- Strong communication, negotiation, and stakeholder management skills.
- Ability to prepare and present reports and recommendations to executive management and board-level committees.
- High level of integrity, professionalism, confidentiality, and ethical standards.
- Proficiency in Microsoft Office applications and audit/risk management systems.
- Fluent in English; knowledge of Russian and/or Kazakh is an advantage.
