KEY OBJECTIVE
The Lead Water Supply and Sewerage Engineer will provide technical expertise across water and wastewater projects, supporting feasibility studies, technical due diligence, O&M assessments, and structuring of utility improvement and PPP/O&M arrangements. The expert will work closely with international and local specialists and interface with utilities, contractors, and public authorities.
Development of the Water Supply, Sewage System on various projects:
1.Review design documentation, process schemes, equipment specifications, and technical standards for water and wastewater treatment facilities, identify gaps and develop recommendations for improvement.
2. Assess O&M requirements for water infrastructures and wastewater treatment plants.
3. Provide technical inputs to feasibility and pre-feasibility studies, option analysis and other advisory reports for water and wastewater projects.
4. Contribute to long-term operational planning, sustainability, and resilience of water and wastewater facilities.
5. Support technical review of EPC contracts, off-take agreement, service O&M contracts.
6. Participate in meetings with utilities, regulators, contractors, and other stakeholders as a technical expert.
7. Identify technical and operational risks and propose mitigation measures for water and wastewater facilities.
8. Support preparation of technical sections of tender or market engagement materials.
9. Ensure technical outputs are consistent with local regulations and IFI standards.
10. Analyze water and sanitation market and provide inputs to market development strategies and outlooks.
11. Performing technical calculations for utility systems.
12. Supervise and coordinate the development of project deliverables:
a. Schematic diagrams, plans (Equipment Layout Plan, General Arrangement, Routing plan, Diagrams etc).
b. Detailed drawings.
13. Elaborate and manage the development written documents such as Explanatory note, Basis of Design at different stages (pre-FEED, FEED and Detailed Design/ТЭО, П и РД); Equipment list and MTO in line with GOST/SNIP RoK or the Client’s design standards.
14. Manage and elaborate tender documents for construction services and equipment selection.
15. Assist in Tender Bid Evaluations and approval of Tender Bid Evaluation reports including cost estimates, implementation schedules.
16. Provide technical support to Construction Teams (as needed).
17. Provide support to the project team, share experiences and train juniors in the department.
Qualification
Competency requirements:
Experience in water and wastewater sector, specifically focusing on the operation, maintenance, and rehabilitation of water and wastewater facilities. Experience in Uzbekistan or Central Asia. Experience in IFI-funded water and sanitation projects in Uzbekistan. Knowledge of the Republic of Uzbekistan water and sanitation standards, regulations and practices, including but not limited to SN /SP, GOSTs, Construction norms, Technical Regulations and Environmental Standards; Knowledge of international standards is welcome; Experience supporting PPP/O&M structuring in the water supply and sanitation sector from a technical perspective is preferred. Prior work specifically in Tashkent or neighboring regions is an advantage. A qualification certificate of a Water supply engineer or other related certifications are welcome.Education: Bachelor’s degree in civil engineering, environmental engineering, chemical engineering or another related field is minimum requirement. Master’s degree in water engineering, process engineering, or infrastructure management will be considered a strong advantage.
Language skills: Fluency in English, Russian and Uzbek.
Professional experience: 10 -15 years
