The HSE leader will have demonstrated ability to develop, implement and maintain effective Health, Safety and Environmental (HSE) Management System, maintain Honeywell HSE compliance and improve overall HSE culture. Actively collaborate and participate as a valued member of the country management team to provide HSE leadership. Provide guidance and technical support to the HSE champions responsible for tactical HSE programs and process at office locations and project sites in the country, whilst working closely with the EMEA East HSE Leader. Provide leadership and technical support to ensure compliance with applicable corporate and regulatory requirements, working closely with HSE legal advisors in each country, while minimizing the risk of potential adverse HSE events
Responsibilties:
Provide HSE assistance to implement Honeywell or local HSE Management System programs applicable for the offices and field work environment in respective country and provide HSE support to all IA FS departments.Liaise with HSE champions/advisors over the full range of their duties and responsibilities, with respect to inspections, reports, recommendations, changes in legislation and advice obtained from other parties.Deployment of Health, Safety and Environmental Management Systems (maintain and continuously improve the maturity of HSE Management System in Kazakhstan)Develop and implement proactive safety measures, training, and policies to prevent accidents, injuries, and occupational illnesses in the workplace.Conduct risk assessments and safety audits to identify and mitigate potential hazards, providing engineering solutions and preventive measures (travel frequently to visit IA customers in Kazakhstan)Develop and maintain comprehensive emergency response plans for identified scenarios, including accidents and environmental emergencies. Directs the organization in management of emergency conditions and containment actions.Promote environmental sustainability by implementing eco-friendly practices and minimizing the environmental impact of the organization's operations.Collaborate with various internal departments, business leaders and employees, and external stakeholders (customers’ representatives) to ensure effective communication, training, and education on HSE matters.Leads and participates in HSE inspections, self-assessments, and audits. Presents findings to management and prepares applicable reports. Track corrective actions to closure.Supports the Contractors HSE Management programs as far as reasonably practicable. This may include but is not limited to: involvement in selection procedure of projects’ contractors, HSE assessment of projects’ Contractors, implements HSE risk review. Lead deployment of Risk Assessment Tool and control plans development within the country.Participates in project teams meetings, offering HSE guidance and support. Utilizes and supports the use of project management tools and techniques (., Six Sigma). Develop and deploy HSE procedures, training, internal and external communications in accordance with Corporate, SBG policy/procedures and regulatory requirements.Supports incident investigation activities, root cause analysis, corrective action identification and closure. Works closely with leaders to measure and communicate HSE performance. Monitor trends and champions injury/illness reduction.Implements environmental management processes, including management of chemicals, waste, dangerous goods and pollution prevention. Coordinates industrial hygiene programs, exposure assessments, and works closely with management team to ensure implementation of medical surveillance requirements. Drives timely metrics compliance to AOP Participate in customer SOM reviews.Work closely with internal and external customers to improve HSE in the workplace.Partners with business leaders and employees to continuously improve the HSE culture, HSE awareness and accountability systemsBuild and maintain an HSE effective team committed to organizational goals, foster collaboration among team members and between teams. Participate in site Safety and/or HSE Steering committee. Develop strong relationships with EMEA East regional manager and country management so to ensure effective implementation of HSE across the country.Annually work with business leaders and develop an HSE budget based on local country HSE requirements, as well as the AOP goals and objectives.Support the projects’ Change Management process.Comply with Honeywell and local legislative HSE requirements. Minimum Bachelors or higher degree in Safety, Industrial Hygiene or Engineering (electrical, chemical, mechanical and HSE required diploma as per Kazakhstan legislation (equivalent diploma of NEBOSH/BSC International Health and Safety is nice to have)Minimum of 5+ years of working experience in the health, safety and environmental field.Experience working in Engineering, Manufacturing, Oil & Gas, Process industry. Minimum of 2 years’ experience conducting and leading internal HSE audits, implementing or maintaining HSE management systems as per ISO 45001 and 14001.Strong English/Kazakh language knowledge (Russian – nice to have). Must be able to read and understand English and local language technical and non-technical information for use in everyday decision-making processes.Minimum of 1 year of coaching business leaders/ managers through urgent and emergency conditions.Up to 50% Travel (to customer sites in the country)Strong computer (incl Microsoft Office), project management, and organizational skills required.
