Project: Construction of a new school campus
Contract Type: Long term (subject to above satisfactory Performance)
The Project Engineer is responsible for the overall technical leadership and coordination of the school construction project. This includes ensuring that construction is executed in accordance with design and regulatory standards, controlling quality and budget, coordinating between all technical parties, and keeping the investor informed of the overall Project’s integrity, progress & Risks.
● Serve as the central technical authority representing the Client.
● Coordinate between the General Contractor, Author Supervision, and Technical Supervision teams and other stakeholders as needed.
● Ensure alignment between all subcontractors on construction methodology, schedules, and responsibilities.
● Organize and oversee construction and installation works according to the approved schedule and project documentation.
● Interact with government authorities for obtaining permits, approvals, and coordinating utility connections.
● Ensure full compliance with applicable construction standards and safety regulations (SNiP, GOST, etc.).
● Coordinate with contractors and sub-contractors on work quality, timelines, milestones and technical issues while troubleshooting bottlenecks and challenges to align the Project direction with the project’s strategic Objectives.
● Verify the completion of each construction stage, review and sign-off work completion certificates before Project Manager’s approval.
● Carry out value Engineering for the Project’s cost savings.
● Monitor construction progress and prepare regular analytical reports, schedules, and status updates
● Lead technical and on-site working meetings, providing recommendations to optimize construction processes
● Control the timely correction of identified defects, violations, and deviations from project documentation
● Minimum 5 years of construction industry experience, including at least 2 years in a senior engineering or project leadership role
● Strong knowledge of construction technologies, building codes, regulatory requirements and Project Management.
● Experience with cost estimates and preparation of executive (as-built) documentation
● Proficient in AutoCAD, MS Project, and Microsoft Excel
● Excellent organizational and problem-solving skills
● Strong interpersonal and negotiation skills for working with contractors and government agencies
● High attention to detail and quality control
● Ability to work independently and manage multiple tasks within tight deadlines
● Strong verbal and written communication skills in Kazakh and/or Russian; English proficiency is a plus
● Good contacts with Hakimat department and state expertise.
