7 years of HSE professional experience in energy industry and construction sector(s) of which 3 years should be in managerial role working on site.
Technical degree or diploma (plus internationally recognized HSE degree/certificate e.g. NEBOSH)
Experiences in the power sector will be a plus.
Fluency in Kazakh and Russian. Proficient in English with strong written and oral communication skills.
High level of knowledge and understanding of the local HSE regulations applicable in the selected region.
Ability to understand procedures and instructions specific to HSE topics.
Must be able to prepare, review, and audit site HSE plans and instructions.
Must be able to prepare reports on all HSE technical matters. Must be capable of conducting HSE incident investigations.
Demonstrated knowledge and experience in developing, implementing, and continuously improving health & safety, and environment management systems requirements
Responsible for following activities:
- Monitor the compliance with Project HSE requirements at site including, but not limited to local national legislation, applicable International Standards, Project HSE permits and authorization, Project HSE MS plans and procedures
- HSE Risk management and monitoring
- Monitor the implementation of the HSE Risk Management process and the Permit to Work system on site;
- Monitor the Method Statement and Risk Assessments are followed by Contractors
- Monitor that Job Risk Assessments / Job Safety Analysis are prepared for specific operations;
- Verify the Contractor HSE procedures for the specific tasks are kept updated;
- Verify that the Safety Green Light program is in place during Tool Box & Pre-Job Talks
- Perform routine and random HSE inspections on a daily basis in order to monitor HSE procedures implementation on site and ensure the follow up of corrective actions;
- Perform HSE checks of all machinery entering the site and verify Contractors inspection process
- Stop & take necessary actions and report any HSE observation, violation & unsafe practice;
- Attend and participate in daily/weekly/monthly meetings and Tool Box & Pre-Job Talks
- Monitor the HSE training and Induction programs implementation at site
- Monitor and maintain control measures in the use of hazardous materials and chemicals.
- Ensure site emergency response readiness and that drills are carried out accordingly
- Monitor compliance with occupational health and safety requirements and measures concerning the site
- Monitor compliance with environmental and social ESIA requirements and measures concerning the site
- Monitor the Contractor HSE performance and provide proposals for improvement at site;
- Advise the Contractor on general and specific operational HSE matters (safety barriers, PPE, etc.);
- Engage with the community to ensure social acceptance of the Project.
