For every child, the right to advocate

Scope of Work:

Under the direct supervision of the Deputy Representative and in close consultation with Planning, Monitoring and Evaluation Specialist, the consultant will work closely with UNICEF programme sections to draw together themes emanating from prioritization discussions, facilitate TOC workshop and causality analysis, and support the office in developing high-quality documents that embody the next CPD.

The consultancy will be both office-based and home-based depending on the nature of the deliverables, which will include primarily the following:

Analysing materials on situation of children of Kyrgyzstan and current Country Programme implementation (SitAn, CCA, gender review, evaluation reports, etc.) provided by UNICEF-Kyrgyzstan, Preparing background materials for the Rights and Results Programming training and TOC workshop and conduct/facilitate the workshops, During the workshops, facilitate the work of the team in developing Causality analysis and ToCs development for different programme sections and components and support documentation of the key ideas that emanate from it, Support the country team to align results, strategies, and resources, and ensure that key cross-sectoral themes/strategies stay embedded in the discussions and in the CPD-related documents, Review the Explanatory Notes for each Programme Component (Outcome) and assure its quality.

Getting familiar with the draft Light Situation Analysis of Children and Adolescents and final version and supporting the PME team in developing and finalizing Evidence Synthesis Supporting the PME team in preparations for UNICEF Strategic Moment of Reflection and other internal consultations (drafting workshop agenda and session plans, hand-out materials, presentations etc.)

Home-based (remote), with two missions to Bishkek (1st in July and 2nd in October 2026). The incumbent needs to allocate at least 5 days for each travel

To qualify as an advocate for every child you will have… 

Minimum requirements:

 Education: An advanced university degree (Master’s degree or higher) in political science, sociology or another relevant field

A minimum of 10 years of international experience in development programmes, especially related to children, women and youth Proven knowledge of Rights and Results Programming and excellent track record in facilitation of similar workshops  Knowledge of human rights-based approach to programming Proven expertise in facilitating planning of cooperation frameworks in developing countries Excellent analytical and report writing skills in English. Knowledge of UNICEF Country Programme planning approach, different strategic foresight methods  and familiarity with Europe and Central Asia Region’s approach to planning is an asset. Knowledge of the political and socio-economic contexts of Kyrgyzstan and/or Central Asian republics is an asset Fluency in English. Knowledge of Russian/Kyrgyz is an asset.
