Job description
Key Responsibilities:
Support the planning and execution of procurement activities under the project, in compliance with the PublicProcurement Law of Uzbekistan and applicable donor (e.g., IFI) guidelines.
Work closely with the Ministry of Economy and Finance and the Energy Efficiency Agency to ensure procure-ment processes align with institutional frameworks and approval chains.
Assist in the preparation and localization of bidding documents, tender notices, evaluation criteria, and draftcontracts for design consultants, construction firms, and equipment suppliers.
Facilitate coordination with local suppliers, conduct market assessments, and support prequalification and ten-dering procedures.
Ensure transparency, competitiveness, and auditability of procurement processes through proper documenta-tion and compliance with MoEF and EEA standards.
Support the evaluation of bids, including preparation of evaluation reports and drafting of award recommenda-tions for submission to oversight authorities.
Track procurement schedules, delivery timelines, and contract execution, and report progress to both local andinternational stakeholders.
Coordinate with the MoEF and EEA on obtaining required approvals, no-objection letters, and other administra-tive clearances.
Translate procurement documentation and facilitate communication between Uzbek-speaking authorities andinternational team members.
Provide training or guidance on donor procurement processes to local stakeholders where needed.Qualification
Qualifications:
Strong organizational, communication, and document management skills. Minimum 5 years of procurement experience, with strong knowledge of Uzbekistan’s public procurement pro-cedures.
Experience supporting construction/infrastructure projects, ideally including donor-funded or government-ledretrofits.
Familiarity with international procurement standards (e.g., World Bank, ADB, EIB) is a strong advantage. Language: Fluency in Uzbek and Russian; good command of English (spoken and written).
